In rule 14B.7.1 Free Shot the statement "The free shot is indirect. The player executing the free shot may only touch the ball
once. Then another player has to touch the ball." is made.
If a player taking the free shot touches the ball more than once what is the ruling? Is this a penalty against the team who had the free shot or a replay of the ball?
In other words is
a) The ball brought back and the player must play it properly
Or
b) The player is penalised and the ball is given to the opposing team for a penalty.
In addition to this what ruling is made if the player taking the free shot hits the ball before the referee blows the whistle to start play. Is,
a) The ball brought back to the team who was taking the free shot and play resumes after the referee whistle
Or
b) The team who played their free shot before the whistle is penalised with ball changing possession to the opposing team.
This needs clarification to improve responses from referees.

If a rule is needed I would prefer that the advantage will swap to the opponent team and they get this free shot.
In case of a start of the game before the referee´s whistle blow. This violation was outside the running game and I suggest in this case a repetition of the free shot by the same team.

Before discussing this issue further i like to come up with an additional unclarity:
What is considered ONE touch of the ball?
- Can the player only hits the ball OR
- Can he drag the ball in a straight way OR
- Can he drag the ball in a curve.

Nicolai, a good point, it was anyway on my list to open a discussion. Let´s carry on just here. Important for all kinds of free shot and 6.5 m.
"touch", "contact", "one touch", "shot" and maybe "hit" are generating discussions several times along the year. What is the sense and later what should be the best translation.
What is a "touch"? // What is a "contact"?
It starts with a lightly touch and ends with "exaggerated roughness" (against a body, uni or stick) or a "shot" (against a ball).
"Contact" is Ok, "...but this contact may not be hard..." or "... must take care not to hit..." or "...especially after a shot..." (14B.9.1)
What is "one touch"?
More in sense of shot or hit? (..."to shoot the 6.5 m."...)
In this case, what about with a "Schlenzer" (a German word ~ Moving a ball quick forward without a hit)? (What might be the best translation into English:lop, scoop, curler?) May be this is what Nicolai meant with "drag a ball".
In 14B.10.1 (Long Shot) we spoke "A goal is disallowed if the last contact with the ball..." later on "...if the ball is shot from the opponents’ half..." (here might be the sense of "contact" better)

These are heading in the right direction. I believe a contact+drag should be allowed, as long as it is a single contact. If a goalie wants to flick the ball up the other end by using a flick pass I think that is fine.
In the case of Schlenzer in English, I am not sure. I tend to call passes that involve a scoop->drag->release as a flick pass and a pass that involves a short blunt contact with the ball as slap pass, similar to flick shots and slap shots at goal. But I don't think my terminology is synonymous with other people.
Herbert to clarrify and ensure consistency in all the points you brought up it would be much easier for me to be able to see the entire rules where you have taken the quotes from so I can read the entire rule to get the feeling of what it is saying. Possibly a seperate thread would be useful?

I find your suggestions good Steven.
I would prefer if we don’t allow to drag the ball while executing a free shot. For the referee its very hard to see if there were only one contact or several contacts. I think a player can also do every kind of pass if he must hit the ball.
In other sports (e.g. floor ball) the free shot is executed by hitting the ball: "The ball shall be played with the stick. It shall be hit, not dragged, flicked or lifted on the stick. (The International Floorball Federation, Rules of the Game).“
I think a flick shot/pass is a good translation for a „Schlenzer“.

My opinion is, that the easiest way (especially for the referees) is only to allow hitting the ball and to prohibit dragging the ball.
Current summary:
- I think the change of 14B.7.1 (advantage swap to the other team) can be entered as a proposal.
- The other two points (resuming a game before the referee's whistle blow AND the definition of how to execute a free shot) can be formulated in a new own rule.

This not only applies to the free shot but also to our "Restart after a

2) Touching the ball twice:
I don't see why we need a new rule here, I think the current rules are
sufficient. After the first contact, the game has already started. If
the player who executed the free shot touches the ball again, he/she
does something illegal during the game which needs to be penalized
accordingly.
3) Type of shot for free shot:
I think we agree on the following text which we can turn into a
proposal here soon:
"The ball shall be played with the stick. It shall be hit, not dragged,
flicked or lifted on the stick."

Yes, it's probably a good idea to have the same rules for the type of

Are we saying that for a 6.5m the player must slap shot not flick shot? I don't agree with this.
It seems reasonable for a goal ball, corner or free shot on field but in these instances you are passing not scoring and most people use a mixture of flick passes or slap passes. Not everyone uses a mixture of slap shots and flick shots to score.
In a 6.5m penalty the player is allowed to score directly (unlike free shots which must be indirect) I think forcing players to use a type of shot that they may not use to shoot is unfair to some players.

The restrictions for the type of shot resulted from the question:
"What is considered ONE touch of the ball?"
If we cannot answer this question if the ball is dragged, flicked or
lifted on the stick, then we cannot allow these types for a free shot.
As a consequence, we cannot allow these types for a 6.5 m either because
you cannot touch the ball twice when executing a 6.5 m.
It is okay for me to keep the current rule as it is (allowing all
types). However, I cannot see why the free shot and the 6.5 m should be
treated differently.

Do other people feel that it is reasonable to force players to use a slap shot for 6.5's? Originally I stated that I believed flick passes was fine for free shots but agreed that dissalowing them enabled easier refereeing. However I feel disallowing a flick shot for shooting is different.

Reading backwards and across maybe I should change my mind. No change we require a clarification for free shot and 6.5m. These shots are different direct and indirect.
For all indirect shots (free shot, corner and goalies ball) should be a limitation from the above discussion "one touch". Using Steven´s "The ball shall be played with the stick. It shall be hit, not dragged, flicked or lifted on the stick." would be nice and should be brought her to proposal for change of 14B.7.1.

Hello Steve,
Sorry I haven't answered this yet (too many discussions going on...).
I'm still learning this new software tool for the rulebook committee. It
seems that every committee member can create a proposal from a
discussion. It needs approval from the subcommittee director though,
before it can go into the voting stage. Unfortunately, there is no email
telling the subcommittee director that someone created a new proposal.
Apparently, the only way for me to see these is to open the overview
page, scroll down to the section "New Unapproved Proposals" and check if
anything has changed there.
If you want, I can approve your proposal in its current state. However,
I cannot see a consensus amongst us yet. Personally, I see two big
problems with the current text:
1) The only reason for not allowing a flick shot is that it might be
difficult to see if the ball was hit twice. If that is really the
case, we need to make the flick shot illegal for both the free shot
as well as for the 6.5 m. Either still allowing the flick shot or
making it illegal is fine with me, whatever you guys prefer. However,
I am very much against different rules for the free shot and the 6.5
m.
2) Regarding double contact, I think it would be sufficient to say:
"The player executing the free shot may only touch the ball once
until a contact by another player occurs."
Why is it necessary to add "the advantage swaps to the opposition
team who receive a free shot"? I don't want to clutter the rulebook
text with redundancies. I don't even think it is correct to restrict
the referee decision to a free shot. Imagine the following situation:
When executing a goalkeeper's ball, the player inadvertently does not
hit the ball properly, and it slowly heads towards the opponent who
will get a very good chance to score. To prevent this, the goalie
decides to shoot the ball a second time. I would award a 6.5 m in
this case, not a free shot.
I would really like to solve these problems before we start voting.

I think we should clarify what do do if the ball is hit twice by the player executing the shot as we have rules that give advice on what to do in other mistakes when starting play. We have a rule that says the start is initiated by the referee's whistle but we have just voted that when players disobeys this rule we give them a replay.
How can we be sure that you dont get a replay for hitting the ball twice?
In terms of the free shot and the 6.5 I believe they are different instances, one is a direct shot and scoring opportunity one is an indirect shot. I believe there can be a different ruling as they are very different situations. There was support for that thinking so it was an attempt to get one discussion finalised before working on the 6.5m rule.

In generic they had agreed. (Maybe they missed that our discussions are got some extra time to finalise.) Steven convinced me and I have changed my mind according the execution of a 6.5 m (must not be the same execution as a free shot). For the moment I see a majority for different executions of free shot and 6.5m.

If the goalie does a mistake with this advantage only a second touch of the ball would be in my eyes only a small violation of the rules > free shot for the opponent team would be fair. A 6.5 m would make a much bigger advantage to the opponent team, this is seeming unfair.

Different ruling is okay if there is a reason for it. What is the reason
for not allowing a flick shot for the free shot? So far I have only read
that it is difficult for the referee to check if there was 1 contact

We have rule 14B.7: "In every instance of a violation of the rules the
Referee must penalize the offending team, unless the Referee decides not
to interrupt the game (advantage)."
This rule applies to all situations during the game, and the referee can
select one of the options from the subsections 14B.7.1 - 14B.7.5.
The replay is different. It is never given for anything during the game.
Only if something went wrong before (re-)starting the game.
If we add detailed instructions for touching the ball twice, we must
also add the following text:
"If the ball is dragged, flicked or lifted on the stick by the player
taking the free shot, the advantage swaps to the opposition team who
receive a free shot. If a player taking the free shot rests on the
goal while executing the free shot, the advantage swaps to the
opposition team who receive a corner shot. If a player taking the free
shot executes the free shot without covering the upper end of the
stick with one hand, the advantage swaps to the opposition team who
receive a free shot. If a player taking the free shot raises the blade
to a high stick after executing the free shot, the advantage swaps to
the opposition team who receive a free shot."

I 100% disagree with this. Those infractions are ALWAYS penalised so why would we need to add in detailed instructions on penalising them from the free shot.

Rule 14C.2.6 says: Unsporting behavior should be penalized even after
the game has been interrupted.

It is my intention to have a clear structure in the rulebook. Most rules
simply describe what is legal and what is not. If something illegal has
happened, then Section 14B.7 (Penalties) gives the referee several
options how to penalize the offending team. Only in a very few cases,
the choices for the referee are restricted (for example, no 6.5 m
penalty for ball in spokes).
Therefore I think it is sufficient to state that hitting the ball twice
is not allowed for the free shot.

Fair points Rolf. I agree that a clear structured rulebook is needed. I have read through the rulebook and looked at all sentences of each rule that appear to be suggesting that something is not allowed or must be followed. It is not always clear when something is illegal and if not followed will lead to penalising the player and when somethign must be followed but a player is not penalised for not following it and instead a replay is given or the referee will refuse to start the game.
I have listed all sections in the rule book that suggest that something MUST be followed. There appear to be a fair few different structures in wording, some say that not following it is a foul, others say a free shot should be given, others just say "you must do this" and make no mention of what happens in the event that the players do not follow it. Some of the rules seem very clear that you would rule a free shot if not followed "a player must not intentionally throw his stick" others do not seem so clear "When the Referee blows the whistle during the game, it is interrupted immediately." If a team continue to play is this a free shot to the other team?
Two of the rules 14B.9.3 SUB (Stick Under Bike) & 14B.9.4 SIB (Stick In Bike) explicitly say that not following them is a foul.
Four of the rules 14B.10.0.1 Goal Shot With Arms Or Hands, 14B.10.1 Long Shot, 14B.10.2 Ball In The Outside Of The Net, 14B.8.8 Moving The Goal state what isn't allowed but then explicitly state that a free shot should be given. This is similar to what we were proposing on this rule. You may be correct in saying that we need a structure so inherently known that anything against the text in the rule is a free shot to the other team. If so we should look at altering these rules in line with that at some point.
One rule 14.B.7.4 Face off likely needs to be changed in line with our rule of replaying if players cross halfway before the whistle. The text says that the game starts when the ball touches the ground indicating that players cannot hit it before hand. In this case a player who hits the ball before it touches the ground should get a replay as the game hasnt started.
The list of all rules and what sentences appear to give instructions is listed below. Most seem straight forward to assume a free shot would be given, some do not. I have highlighted those that may not follow a clear structure in red.

Why does this rule state that a free shot is given. If we want to have a structure then this should just say something along the lines of moving the goal is a foul against that player. And then the free shot is implied.
14B.8.9 Ball In Spokes
If the ball gets stuck between the spokes of someone’s unicycle, the opposing team gets a free shot (not a 6.5m penalty).

14B.9.3 SUB (Stick Under Bike)
A player who holds his or her stick in a way that someone else rides over or against it is committing a foul.
This wording explicitly states that this is a foul and makes it clear what should be ruled.

about Rolfs problems:
1) The current rule 14B.7.2 6.5 M says nothing about any restrictions in hitting the ball twice or something like this. I see also no relation to the rule 14B.7.1 Free Shot, so for me at the moment there are different rules for the free shot and the 6.5m!
I think a rule which cannot be ruled (its difficult to see a double contact) should not be in the rulebook. Therefore is this reason enough for a rule change.
2) I can agree with deleting "the advantage swaps to the opposition team who receive a free shot". But I think it would be more clear if we say: "...the advantage swaps to the opposition team". In this case we ensure that the free shot is not replayed and the referee has the possibility to penalize in a appropriate way.
I think we can bring this discussion to proposal if we can agree on the second problem and discuss about the execution of the 6.5m in the other discussion.

In another discussion ("6.5 M Clarification III") we agreed that the
same type of shot should be used for free shot and 6.5 m. However, it is
not included in any proposal yet. Should we add the sentence
"The ball shall be hit with the stick, not dragged, flicked or lifted on
the stick."
to 14B.7.2 for the 6.5 M here in this proposal? Or should it be added to
the "6.5 M Clarification III" proposal? At the moment, it is nowhere.
